The high and low voltage system expansion and reconstruction project of Urumqi No.1 Hub Bureau of Xinjiang Telecom is a special upgrading project for core power supporting facilities. As the core node of Xinjiang Telecom's backbone network, Urumqi No.1 Hub Bureau undertakes power supply guarantee tasks for local backbone transmission, core network equipment, government and enterprise data services, and various basic communication services.

With the annual expansion of communication equipment, transmission cabinets and supporting computing power devices in the computer room, the capacity of the original high and low voltage power supply and distribution system has become gradually saturated. A number of defects have appeared, including insufficient margin of distribution circuits, performance degradation of aging equipment and inadequate emergency power redundancy, which fail to meet the requirements of long-term high-load operation of the hub.
In order to eliminate potential power supply safety hazards, match the current equipment load and reserve capacity for future business expansion, the hub implemented the overall expansion and reconstruction of the high and low voltage system. The project optimizes the internal power supply architecture and comprehensively improves the operational stability and safety of the power supply system.
The project is equipped with two sets of 16VC 2000kW diesel generator sets, which were delivered and fully installed on site in October 2019. The generator sets serve as the core emergency standby power supply for mains power interruption scenarios at the hub bureau.
As a mature high-power standby power device for communication data centers, the 16VC generator set is applicable to 24/7 uninterrupted power supply scenarios and well adapted to the local climate of Urumqi. It delivers reliable low-temperature start-up performance, stable operating conditions and strong anti-impact load capacity.
Adopting a dual-unit redundant configuration, the system supports single-unit independent load operation or dual-unit parallel operation according to actual mains power faults. The configuration fully covers the emergency power demand of core communication equipment, transmission systems and switching power supplies, effectively resists grid fluctuation and sudden power failure, and ensures zero interruption of core communication services.
The construction scope covers the upgrading and reconstruction of high-voltage incoming systems, low-voltage distribution cabinets, emergency power access circuits, supporting power cables, relay protection devices and power environment monitoring auxiliary systems.
The project belongs to an in-service renovation project with zero service interruption. All construction activities strictly comply with national communication power industry standards and on-site safety management regulations. A segmented construction and circuit-batch switching method is adopted to ensure the stable operation of online communication services throughout the construction period.
The main construction contents include replacement of outdated high and low voltage distribution equipment, sorting and supplementing of power distribution circuits, wiring and commissioning of generator access systems, re-inspection and rectification of grounding systems, and optimization and joint debugging of power environment monitoring points. The renovation effectively solves common hidden dangers such as disordered circuit layout, insufficient cable current-carrying capacity and mismatched protection fixed values, and realizes standardized upgrading of the power supply system.
After the project was completed and put into operation, the long-standing problems of insufficient power capacity, insufficient redundancy and aging equipment of the original power supply system were completely resolved.
The two 2000kW diesel generator sets fully meet the emergency power demand of existing core loads and reserve sufficient capacity for subsequent business iteration and expansion, greatly improving the hub's emergency response capability against sudden mains power failures and outages.
The optimized high and low voltage distribution system features standardized layout and accurate protection configuration, significantly reducing daily operation and maintenance difficulties and equipment failure rates. The project provides continuous and stable power support for core businesses such as communication transmission and data scheduling, and guarantees the safe and reliable long-term operation of Xinjiang Telecom's regional backbone communication network.
